Technical training is TFE's primary "core competency." We
have become especially well-known in the Department of Energy
nuclear complex for providing top-quality training program
design, development, and implementation services. Over the
past five years we have effectively staffed and managed
several multi-million dollar training upgrade projects. The
following project summaries provide insight into the depth
and breadth of our capabilities and proven performance.
Training Privatization
TFE was selected to provide training and records support for
a Department of Energy facility in Golden, CO in 1996.
TFE continued to provide this service until site closure in
2006. TFE provided training for 5000 Site employees in over 50
different courses in topics including:

TFE was awarded a contract in 1999 with Bechtel-Jacobs and
in 2011 continues to provide the services to URS CH2M Oak Ridge,
LLC. This contract includes all supervision, personnel, material and
equipment necessary to provide training services in support
of Environmental Management and Enrichment Facility
operations of the Oak Ridge, and originally included
the Paducah and Portsmouth sites.
The three major work elements of this contract are:

Maintenance, revision and delivery of contractor-approved
training courses to employees.

Operation of a center for the planning and
notification/scheduling of training, management of a
contractor-approved training information management system,
operation of Site Access Centers, management and
transmission of training records, and training user
support;

Development of new training components and special
projects. |
We deliver training in many formats. We are proficient in
developing standard instructor-led classroom and OJT
training. We also develop and deliver training in CBT and
Web-based formats.
TFE continues to provide similar training in Paducah to the
Infrastructure and Remediation contractors that are doing
environmental restoration at the enrichment facility.
TFE also provides the Learning Management System to the
Infrastructure and Remediation environmental restoration at
the enrichment facility contractors at Portsmouth.

Facility Operations and Maintenance Qualification and
Certification
TFE has developed operator, maintenance, and technical
support staff training programs for a host of customers. We
have successfully developed training programs for operators
of nuclear power generation facilities and for chemical
processing facilities. We have developed a pilot
decontamination and decommissioning (D&D) worker training
program for use at DOE facilities.
Our instructors are selected from throughout the nuclear and
non-nuclear fields. We strive to find the best training
professionals and actually train them to the operator or
supervisor level for a facility prior to allowing them to
conduct training.
TFE has designed and implemented initial and retraining
programs for plant personnel, their first line supervisors,
and facility management.

Document (S/RID) Development |
Configuration management has been a topic of intense interest
and scrutiny during the past decade. TFE personnel have
assisted our customers in developing or verifying baseline
facility design configurations. Our engineers have drafted or
revised piping and instrumentation diagrams, verified
equipment nomenclature and location, and have analyzed
building structures and supports and their ability to
withstand the effects of various natural phenomenon and
external events (earthquake, high winds, explosions).
TFE provided design-engineering services in the area of spent
fuel transportation and storage. This project included the
development of specifications and design of a heated vacuum
drying system to be used in the preparation of spent fuel for
transportation and storage. Additional efforts include
development of methods and procedures for the validation of
leakage testing of canister and cask welds, review of Safety
Analyses, and the preparation of oral and written responses
to the Nuclear Regulatory Commission.
Our personnel have been instrumental in developing standards
based requirements programs (Order Compliance Assessments, S/RIDs,
Work Smart Standards, and Integrated Management Safety
Systems (ISMS)) and in conducting audits and assessments. We
have assisted in the preparation of Safety Analysis Reports,
Basis for Interim Operation (BIOs) and restart strategic
plans for "troubled" plants in both the commercial industry
and for DOE. Personnel comprising the nucleus of the company
have a great deal of experience assisting clients in a
variety of technical areas including: configuration
management, procedure development, regulatory compliance,
waste management, nuclear operations and maintenance, safety
analysis and licensing, maintenance programs, and
environmental restoration.

Many programs and organizations require detailed
procedures and manuals to provide technical and
administrative guidance to personnel. State and Federal laws
and regulations require certain tasks to be documented and
retained for specified periods of time. TFE has been
providing technical writing support for DOE and commercial
customers since its inception. Our personnel helped develop
the guidelines for procedure writing and technical manual
development now in use throughout the DOE complex.

TFE has extensive experience providing technical and
administrative personnel to augment customer organizations.
TFE, Inc. provided Task Managers, Shift
Supervisors, Remote Handling Technicians, and Fourier
Transform Infrared (FTIR) Spectrometer Operators to the
Molten Salt Reactor Experiment (MSRE) at the Oak Ridge
National Lab (ORNL). These operators, supervisors, and
technicians are assisting in the the defueling of the reactor.
TFE, Inc. provided approximately 20 personnel providing
24 hour a day 7 day a week coverage for the facility.
